From reactive support to a municipal operating system.

I led multidisciplinary teams and managed budgets, vendors and contracts to turn fragmented technology into an integrated portfolio of products, data and AI. The Secretariat team achieved Caraguatatuba’s first “A” in i-Gov TI—the municipality’s first top rating across any IEG-M dimension, awarded by TCESP.
